Small Engines (Lawn Mowers, etc.): lawnboy 824E snowblower wont drive, assembly drawings, drive question

QUESTION: I was using my snowblower and the wheels locked up. It won't drive forward or back and they remain locked up when it is turned off.

What should I be looking for?
