Small Engines (Lawn Mowers, etc.): idle adjustment, valve adjustment, speed adjustment

Question
I have a Cub Cadet Commercial Z turn tank  model with a Honda GXV620 Engine recently it started jumping around in the idle. It doesnt Idle up enough to engage the blade clutch sometimes.I have checked all the cables changed filter and done the basic stuff without taking apart the carb. Wasn't sure if it might be a valve adjustment issue or something else. It will idle around 3400rpms but needs to be around 3650 the blade will engage but doesnt have enough power to run pumps and blade @ same time. Any info will be greatly appreciated.
