Small Engines (Lawn Mowers, etc.): mclane mower, exhaust stroke, tecumseh engines

I'm re building my motor how do i set the timing when replacing the piston? i think I'm on the exhaust stroke because it won't fire. i think i need to take it all apart again.  thanks Steve
