Small Engines (Lawn Mowers, etc.): briggs & stratton portable electric generator, overhead valve engines, briggs stratton


Question
I purchased a portable generator two years ago and have had it in storage...brand new...I have since started it (a small amount of gas poured in and the oil as was provided when purchased)...It ran for 5-10 minutes and shut-off.  I tried to start it again and the cord would pull till a ting noise sounds and then can't be pulled any more to turn the engine over.  Is this a cause of low oil and what do I do to allow for the cord to be pulled to turn the engine over.  The manual does not describe what to do under this situation.  Or is it something else that I am not aware of...

The Model Numbers May be Stamped Into the Blower Housing (metal engine cover) Above the Spark Plug or the Muffler. Many horizontal shaft, overhead valve engines have these numbers stamped into the OHV rocker cover. However, on certain overhead valve powered generators, the equipment manufacturer installs a decorative chrome rocker cover OVER the Briggs cover.
