Small Engines (Lawn Mowers, etc.): Toro self propelled transmission and pinion gears, pinion gears, wheel assembly

Eric,
I have a Toro self propelled Recycler model #20016. I recently replaced the transmission and pinion gears. I checked the belt which engages and turns the transmission. I have removed and replaced the each wheel several times to ensure that all of the parts are placed in the correct sequence. I have an exploded schematic of the wheel assembly. The pinion gears are spinning freely and will not engage with the transmission. I double checked the pinion gears to make sure they are on the correct wheel and still they will not engage when the transmission is turning.
Please let me know what I am missing to fix this issue.

Did you visit the Toro website and read the repair manual?  From the Toro site, click on "Homeowner", a new page will open and click on "Parts".  Another page will open and you can type in your model number 20016.  Click on "Manuals" and then click on  "Toro/Lawn-Boy Walk Behind Power Mower Drive Systems Manual  [ English ]" to open the repair manual.

Are the compression spring and key in the axle shafts correctly installed?  Do the axles turn with the wheels removed?
