Small Engines (Lawn Mowers, etc.): craftsman transmission, craftsman 917, drive transmission

i have a craftsman 917.276813lawn tractor with a peerless 206-545c trany. it "froze" up. i can operate the shifter now but the trany drive gear will not budge. the brake is free. there is not a freewheel lever on this one. even when in neutral it doesn't move.should i be able to turn the input pulley? what do i do next

From the drawing I'm looking at this is a gear drive transmission, there is no release. If it won't roll in neutral then either the brakes are locked up or there is an internal problem. The next step is up to you, I suggest you take it to someone with experience in these transmissions.
