Small Engines (Lawn Mowers, etc.): NEW GOVERNOR, ohv engine, bolt nut

JUST INSTALL NEW GOVERNOR IN B%26S 21 hp OHV ENGINE. ENGINE NOW WANTS TO RUN WIDE OPEN. SET GOVERNOR PER VIDEO. SEEMS THE THE GOVERNOR NOT PULLING THROTTLE IN IDLEING POSITION. INSTALLING THE GOVERNOR SEEMED SIMPLE ENOUGH. BUT WHAT HAVE I MISSED?

I'm not sure what the video you watched shows, but the way I know to adjust a governor is as follows. Loosen the bolt/nut holding the governor arm in place on the governor shaft, put the throttle in the wide open position, turn the governor shaft in the same direction as the governor arm is being pulled and tighten the bolt.
