Answer
Do you have a multimeter to test the electrical system?  If so, find the starter soleniod by following the positive battery cable from the battery to the solenoid.  There may be one or two small wires connected to the solenoid.  I need to know how many wires you have.  One wire must receive 12 vDC when you turn the key to the start postition.  If any of the safety switches, clutch/neutral, seat, mower blades, is not in the start position then the solenoid will not recieve 12vDC and thus the starter will not turn.

With the spark plug removed, can you turn the engine by hand?

Please send me the engine model number, located on a sticker on the engine, so I can look up your engine.
