Small Engines (Lawn Mowers, etc.): B&S, briggs and stratton, briggs stratton

Question
I have a Briggs and Stratton 3.5 HO Model 95902, Type 3107 01.  I had to take  it apart to put a new diaphragm and gasket on the carburetor.  I forgot how to put a few parts back together.  I got the carburetor back on and connected but did not know how the spring attaches. and where the throttle cable attaches.   There is also a plastic piece that has a hold where a screw or pin goes to pivot it on one end.  It looks like it fits around the flywheel someway.  Do you know how to put these on the right way?

Thanks

The plastic part you mention should be the governor air vane.  It is bolted on top of the ignition coil with a special shoulder bolt.

The picture link below is for an older style carb but you will notice the metal throttle contol holes in the bottom left of the picture.  You will have something similar, a metal part with a couple of holes to connect the throttle cable.
