Small Engines (Lawn Mowers, etc.): carburetor trouble on riding mower, adjustment screws, breather tube

Question
I have a Weedeater riding mower with a Tecumseh engine. It is an ohv16 # 204203c. I have been trying to get it to run for 2 weeks and have had 2 other people try to help me with it. I have purchased a new carburetor for it and installed it. I still have not had any luck getting it to start. I can get it to run with starting fluid however it won't draw fuel and stay running. I have checked a troubleshooting guide without success, There are no adjustment screws for this part either. I'm hoping that you can help me. Thank you.

Somewhere you have a air leak or something in the carb is blocked. You should have 1 air cleaner gasket and 1 intake gasket.Make sure all the other tubes like the breather tube and the fuel line are good and tight on the inlet. Also check the fuel filter. I have enclosed the carburetor break down.
