Small Engines (Lawn Mowers, etc.): Engine turns over but will not run, snapper rider, hp briggs

I have an 8 hp Briggs engine on a rear engine Snapper rider which has not been cranked in over a year.  Prior to starting, I performed some needed maintenance.....new battery, new air filter, new spark plug, fresh gasoline, oil change, new fuel line and fuel filter, took bowl carburetor apart and cleaned jet, removed excess gunk from bowl, blew out all parts with air compressor cleaning all orifices.  I can spray starter fluid in the carburetor and when I turn the key, the engine fires but dies as soon as the starter fluid burns off.  The starter solenoid is engaging the flywheel but even with the manual override to the electric start, the engine will not fire without spraying starter fluid in the carburetor.  The transmission is in neutral, clutch is engaged and full choke. Any thoughts??  Thank you in advance for your help with this........our local mower shop has a 3-4 week wait for repairs.

The engine is not getting fuel from the carburetor.  Did you remomve, dis-assemble and clean the carburetor? Did you remove the high speed jet from the carburetor and clean?
Since the engine will start you know everything else is working...it has to be a fuel problem.
