Small Engines (Lawn Mowers, etc.): B&S 15 hp white smoke, bolt torque, torque specification

John,
I am following up on the B&S 15 hp white smoke question of 5/17/10. I have cleaned the carb and replaced the inlet needle valve and seat. The engine is still flooding. I have removed the head gasket and the breather assembly which was also fouled with gas. The head gasket has no visible flaws. I have ordered another one just in case. This is a gravity fed engine so there is no fuel pump.
Questions:
1. How does one determine if the breather assembly needs replacement? It is fouled with gas but I can blow air through it...
2. What is the torque specification for the head bolts and in what order do I tighten them?
3. I have mixed up the push rods they appear exactly the same and symmetrical. Are they interchangeable?
4. I might as well check the tappet clearance. What is the specification for that?

>>The Cylinder Head is Usually Torqued Starting with the Head Bolt Just Above the Spark Plug Hole and then Jump Across the Cylinder Head to the Next Bolt. After Torquing this Bolt, Move Over to the Bolt Next to that it and Torque it, then Jump Across the Cylinder Head to the Next Bolt. Continue with this Crisscross Pattern until All the Head Bolts have been Torqued.
>>****You nee to Torque the Bolts in a 3 Stage Pattern. 1st Stage is: Hand Tight. 2nd Stage is: 50 to 60% of the Full Torque Specified. Example: 100 Foot Pounds Specified: 50 to 60 Foot Pounds of Torque for Stage 2. 3rd Stage is the Complete Specified Torque.
