Small Engines (Lawn Mowers, etc.): john deere 21 inch push mower, john deere push mower, briggs and stratton


Question
I have a 21 inch john deere push mower that has a briggs motor on it, 3.5hp i think  model:93508 Type:0355-01 code:81120702
the problem is it is flooding itself out. I bought a used tank/carb for it and tried that, but still acts the same way as it did with the original tank/carb. gas is good, fresh oil, could it be the shear key is partially sheared causing the timing to be off?

>>Try Adjusting the Air Mixture Screw (#16 on Pg 4 of 11).
>>Turn the Air Mixture Screw Completely in and then Turn it Out 1 1/2 Turns.
>>Start the Engine.
>>Carefully Rev the Engine Using the Governor Arm (Plastic Arm Attached to the Throttle Control Valve of the Carburetor) and Turn the Air Mixture Screw Until the Engine Revs from Idle to High RPM's with No Hesitation.
