Small Engines (Lawn Mowers, etc.): B&S not charging, briggs and stratton, ac volts

Hello John, Thanks for trying to help me.  I have a Yard Machine with a B&S 14.5
Model # 287707
TYPE  1224-E1
CODE  990108ZE
It is not charging.  How can I test it before I tear it apart and start throwing parts at it?  Thanks

>>You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.outdoordistributors.com/ and Select the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select the File # (This is Usually the First 21 or 2 Digits of the Model Number). Then Select the Folder #.
