Small Engines (Lawn Mowers, etc.): Craftsman Snowthrower, craftsman snowthrower, craftsman snowblower

Question
The craftsman snowblower that I purchased in 2008 would not start in 2009.It started to make this very high pitch noise before it would attempt to turn over. I called the help line listed in the booklet and had the person listen. They indicated it was the starter. I sent the snowblower in and they said it was the carburetor and sent it back rebuilt. The blower continues to make that high pitch (very loud) noise but will start after several attempts. It is an electric start. The sound almost reminds me of the sound a car makes when someone tries to start a car when the engine is already on.
