Small Engines (Lawn Mowers, etc.): Craftsman Snowblower, craftsman snowblower, starter clutch

Question
I purchased a Craftsman in 2008 and used it about 3 times that winter. When I tried to start it in 2009, it made a VERY loud high pitch (almost scary) whine and would not start. When I called the Sears Help Line and had the person listen to the sound he said it was the starter. I sent it in for repair and they rebuilt the carburetor, but said nothing about the starter. It is still making that noise (almost to the point you want to cover your ears) before it will start and it takes several times before it starts. I know it never sound that way when bought it and have never had a snowblower that started that way.
