Small Engines (Lawn Mowers, etc.): Snapper Drive Disk, hub drive, thrust washer

Hello,
I am trying to fix my Snapper LT16002 lawn tractor. The drive disk went bad to the point where there was no rubber left. I bought all the parts to rebuild the drive disk assembly (Hub, drive disk, and thrust washer) The only part that isn't new is the face plate that the nuts screw fast against. My question is why is the new drive wheel loose on the new hub even when everything is put together and the 4 nuts are tightened down. Should the drive disk be loose or should the disk not move any direction when sandwiched between the hub and plate. Any info would be helpful.
