Small Engines (Lawn Mowers, etc.): 95 toro. transmission. model 700-039, side shaft, transmission model

1995 Toro proline 36'walk-behind. model 175.right side shaft on trans.wont turn.owner reports replacing shaft before.trans.mod. is 700-039. is the problem the shaft output/brake,mod.776289-a? or is it shaft counter,mod.776134? looking to buy,but want to know whats what.   Thanks for checking this out!!!
