Small Engines (Lawn Mowers, etc.): Toro diagnostics, grass clippings, pace model

Question
The left rear wheel on my Toro personal pace model 20023 lawnmower will not turn more than a half turn either way.  What would be the cause and fix of this problem?

>>You can View a Breakdown/IPL of the Mower at this Site Addy, https://lookup3.toro.com/partdex/default.cfm and Select Start Parts Viewer. Now Enter the Model Numbers (20023) and Click Search. Now Select View Assembly Drawings for your Year Model. Select the Gear Case and Wheel Assembly File.
>>Have you Disassembled and Cleaned the Wheel Assembly? The Breakdown will Assist you in Dis-assembly, Cleaning and Assembly of the Wheel Assembly.
>>Dirt, Dust and Grass Clippings will get into the Wheel Assemblies and cause the Problem you Described.
