Small Engines (Lawn Mowers, etc.): Keyed Ignition Doesnt Work, starter solenoid, chassis frame

I purchased a Scotts riding mower model S1742 ID:M01742s061796, engine is B%26S 17hp sn:0274532, year is 6/19/2000. The ignition switch doesn't turnover the engine. When I turn the key all the way to the start position nothing happens, but I do hear the solenoid "click". The 15A fuse is good, battery is good, and I even replaced the switch as a shotgun approach. I can start the engine by shorting across the solenoid's battery and starter terminals. Any guidance would be appreciated.

sounds like youve narrowed it down already    ruling out bat, fuse , ig switch

check battery negative lead for good grounding , clean ground if need

fit jump from metal earth of soleoid to  a metal earth on chassis frame  
retest if cranks and starts poor earth  was a fault

but sounds like you will need to replace the starter solenoid  but 1st check for 12 volt @ solenoild tab (Small wire  from ignition switch) does it have 12 volt when key turned to start mode   y/n

if yes turn switch on   then  take a jump wire and link it across the from the hot post of solenoid and put other end of wire to solenoid tab  ( starter should should operate  the starter motor ) engine should start  if so faulty solenoid      o/c solenoid windings or burnd ht contacts
