Small Engines (Lawn Mowers, etc.): Snapper Push Mower, snapper push mower, friction drive

I bought a used ECLP21602KWV S-P push mower.Why does it push so hard when not running? I have all parts break down. THANK YOU SO MUCH IN ADVANCE!

Do you know how old the mower is?  Are the wheels wore out.  As the wheel wear, the inside hole where the the wheels contact the axle may create friction.

The model you have is a good mower but the transmissions tend to have some rolling resistance.  However, unlike the friction drive systems, the transmission model are better for cutting in the rain or in really wet grass as they are less prone to slipping.  Downside is they are harder to push than the standard Snapper friction drive system.
