torosnowblower,7hpengine,h70-130257j how does the carblinkage and govenor linkage go  they got taken off by someone else and i don't know how the go back together

It is impossible to explain this to you through this forum.  Get a Tecumseh Repair Manual that covers HORIZONTIAL models, specifically the H70 and it will have line art for your engine.  The images will be self explanatory.  There will be many different diagrams so look at the drawings closely.  You can get a Tecumseh manual online, through a local service dealer and perhaps even the library.  Look in your yellow pages under ENGINES GASOLINE for a dealer in your area, maybe you can get a dealer that will photocopy the page for you.  If the governor has been tampered with at all you will need to follow the governor adjustment procedure as well.
