Small Engines (Lawn Mowers, etc.): CARBS, linkage problem, wont kick

can i put a carb(fixed throttle) that came off a 5hp motor and use it on a 7hp motor and expect it to work at top speed.this is a ariens snowblower model 932022 serial 013438.the 5hp carb starts and runs the blower a little over throttle speed.govener wont kick in.starts, too then goes back to idle.the machine works but not on high,or should i buy the correct carb?or do i have a govener problem thank you teddy

buy the correct carb... the 5hp carb will not deliver the fuel you need if it is a carb problem.  I would be looking at a gov problem first.  If you manually grab the gov rod and move it back and forth does the engine speed up and down properly?  if so you could have a gov linkage problem, or simpler yet a throttle cable misalignment.
