Small Engines (Lawn Mowers, etc.): Timing, flywheel, crankshaft

I am trying to fix my Dad's GX390. The timing appears to be out 180'.Is their any way to change the timing? Could the fly wheel be incorrect? The timing marks are all correct. But I notice the magnet on the flywheel sweeps the coil at the point the piston is at the bottom of the cylinder. I had written a question two days ago but I wanted to simplify my question this time. Thank you for your service.

This is very interesting issue. There shouldn't be a reason for the timing to be out like that unless there has been a wrong crankshaft or flywheel installed.
But remember the coil will be swept by the magnets on the flywheel before top dead center.
Do you have the head off the engine to inspect where the piston is in relation to the ignition timing?
