Small Engines (Lawn Mowers, etc.): Test Ignition Module - Weak spark, toro s620, air gap

Can you tell me if it's possible to test the ignition module below with a VOM?

It's producing a weak spark. It's enough to "feel" when I hold the lead and spin the crank buy hand (spark plug removed) but not enough to make an arc when I connect the spark plug or hold the lead near the engine. Also does not arc when I give it a good spin with the recoil (again, spark plug removed).

Air gap is set correctly to .0125
New CJ8 plug.
Magnets on the flywheel pass the 1/2" screwdriver pull test.

What values show I see between the primary and secondary to ground and also the value between primary and secondary?

Toro S620 Snowthrower
Tecumseh AH600 small (3hp?) two stroke engine.
No points, CDI ignition module.
Ignition module #34443B

Just trying to make sure I'm not missing anything and would like to verify the module is bad before buying a new one.

hi  

idealy   if you have the assy spinning over  with the pull start  and put a tester in -line with plug and ht lead  ( with a gap of no less than 6 mm   and leave the kill wire removed from the  coil assy  spark ouput from coil  will jump this gap if in good order
if does not  jump this gap  reserve voltage is low    and  better to replace coil assy

i assume cdi ignition  not point   correct y/n
