Small Engines (Lawn Mowers, etc.): leaking gs when not running, engine leaks, needle valve

My Toro 2 cycle lawn mower engine leaks gas out the carburetor/air filter when not running. When running this is not an issue. Do I have a sticky valve or float in the carb.? If so will a spray cleaner fix this or must the carb. come off and be cleaned?

It sounds like the needle valve in the carb is not closing off. The best way to fix this problem is to remove the carb and clean it. Check the needle valve for damage and also check the float for any liquid inside. If there is, replace the float. Hope this helps.
