Small Engines (Lawn Mowers, etc.): John Deere wont turn over, briggs and stratton, compression stroke

QUESTION: I have an 02 John Deere L120.  It turns over barely like a dead battery but battery is fine.  I tried jumping the solenoid and directly from the positive to the starter....no good. When I pull the spark plugs it turns over fine.  I saw a few posts regarding valve lash and compression but have no idea how to set this if that is the problem.  Any help is appreciated.  Thanks!

 Turn crankshaft until piston is 1/4" past top dead center on the compression stroke for the cylinder you are going to check. The specs for twin cylinder valve clearance is: Intake .004-.006 and the Exhaust is .007-.009. The specs for single cylinder are: Intake .007-.009, Exhaust is .017-.019.
