Small Engines (Lawn Mowers, etc.): Kohler Command 14 No Start, kohler command, 9 volt

Kohler model# CV14S, serial# 2306905074.
Has spark ,no fuel. While looking at the carb, I find battery voltage at the control solenoid, but when I check resistance I get an open circuit.  Could this be my problem?  Thanks!

If you use a 9 volt battery to activate the carb  anti-afterfire solenoid can you hear is click?

I have had bad grounds cause the anti-afterfire solenoid not to open.  Will the engine start if you spray starting fluid directly into the carburetor?
