Small Engines (Lawn Mowers, etc.): Briggs centrifical governor, centrifical, mower deck

My governor on my 5.75 Briggs Murray 22 inch mower seems to be stuck inside.  How do I get inside to check? Is there a way to unstick it from the outside?

The Gov gear inside your engine is a plastic gear.  I have never seen them stick inside of the engine, I have seen them get stripped however.

To get to it you need to remove the engine from your mower deck, remove the bolts on the bottom of the engine and pull the sump (engine) cover off.  You will then see your gear in addition to the lever mechanism that activates it.
