Small Engines (Lawn Mowers, etc.): old craftsman generator engine, Tecumseh, Recoil Starter

Craftsman engine model 143-544012  i cant get the rope retractor to work properly. ok, let me refrase that. it retracts the cord just fine, but the bart that ingages the motor in order for it to be started doesnt work. its a small circular part on the bottom of the pull start assebmly. the spring is still intact, but seems to do nothing. i cant find a replacement for this part, any help would be great.
