Small Engines (Lawn Mowers, etc.): Honda Harmony HRT216TDA, new spark, keyway

Question
The motor is surging like mad. I replaced the carb with a new one, drained and replaced the fuel, new spark plug (properly gapped) and brand new air filter. I have seen mentioned something about the flywheel key possibly being just a little off but not sure if that could be a cause or if I have any other problems

I would have to say that it is out of timing just a little bit. Your right,there is a keyway that slides inbetween the flywheel and the shaft and if it is worn? it could cause this.Usually they break and the motor wont run but it could be slightly worn,I have seen it before!
