Small Engines (Lawn Mowers, etc.): Engine wont start, compression release, compression test

Question
The engine number is worn so it's not real clear. Could be 17010 1151-01 or 170402 1151-01.

It was on my snowblower. It wouldn't start this past winter so I removed it and it's on my workbench now.

The plug and wire both show a good spark. When I spray starting fluid under the plug and pull the starter, nothing happens. Compression seems good.

The fuel tank is dry, but shouldn't the stating fluid start the engine for a few seconds even with a dry fuel tank?

Any suggestions?

Answer
It should at least hit on ether.  I would want a compression test before doing anything else.  The compression release will mask the actual compression number, but will let you know if there's a serious problem.  If you can check that, let me know what you get and we can go from there.  Thanks, PK.
