Small Engines (Lawn Mowers, etc.): 19 HP Kohler Courage SV590s, needle valve, riding mower

I have an MTD (Huskee sold at TSC) riding mower with a 19 HP Kohler Courage SV590s with a Walbro LMK carburetor.  It seems to be flooding but I replaced the float inlet needle valve and the float itself is okay.  The spark looks good, blue and regular.  The problem started as soon as I replaced the flywheel.

I don't usually look inside of small engine carburetors.  It sure seems like it's way too rich, and droplets spatter inside the carb when i try to start it.  When it ran well it seemed to have the tendency to flood when starting.  If it's not the carb then could it be the governor settings causing too much gas to flow out the carb?  I'm stumped.

A few things throw up some flags for me, the first one is about replacing the flywheel.  Why?

Did you torque the flywheel nut down enough???

When going through the carb, did you possibly lose the main jet?

When you blew out the carb?
