Small Engines (Lawn Mowers, etc.): Trouble with MTD mower, briggs stratton, hp briggs

I have an MTD lawn mower with a 17.5 HP Briggs & Stratton (model 31C707)
When turning tractor over the engine stops at compression stroke.  Can hand turn past that stroke and it will again stop at compression stroke.  Has new battery and new starter but will not start.  What could be the problem? I have thought about adjusting intake and exhaust clearances but want to know if this is a good course of action or if I am missing the problem.

What is the engine type number, xxx-xx?  Code number?  What is the mower model number on the MTD sticker under the seat or rear fenders?

If you take jumper cables and connect from the mower battery directly to the starter will the starter spin the engine?

Will the starter spin the engine with the spark plugs removed?

Send me the engine numbers so I can look up the parts diagram.
