QUESTION: there is no smoke the tractor is a 1992 john deere model 265 with a 17 horse kawasaki motor it has been maintained very very well it has 500 hrs on it. I did replace the fuel filter spark plug and the gas is fresh and i only used john deere parts even there oil.

Answer
The fuel filter won't completely fill.  About 1/2-3/4 is normal.  Since you say it smell rich, I would check the choke.  Sometimes you'll have a choke that's loose and starts to close and this would cause all the problems you listed.  When it starts acting up, pull the air filter off and see if the choke plate is half-closed.  Check that and let me know what you find.  Thanks, PK.
