Small Engines (Lawn Mowers, etc.): blades wont engage, arm assembly, happend

Question
Hi i have a craftsman 19,5 hp riding mower model # 917.270810  The mower was running great until the deck belt broke so i replaced it. Well when i put the new one on and started the engine the blades were engaged without turning them on but they were very slow. Now when i did turn the on nothing happend and they continued to go very slow. i didnt unhook anything so im not sure what happened any help would be appreciated thank you

The Arm assembly, pad, brake,Number: 131845X900,Substitution: 184907 may be wore out.  Did you refer to the manual when you replaced the belt?
