Small Engines (Lawn Mowers, etc.): flooding carburator, vertical shaft, tank fuel

I have a 15Hp, B&S vertical shaft engine on a Scott's riding mower (Murray made).  The model is 28Q777, Type 0681-01, and code 9703052E.  The mower runs fine, once started, but it will flood the throttle body very quickly if the mower does not start on the first attempt.  The motor has Walbro carb with a fuel solenoid (no fuel pump).  Have replaced the nozzle and the needle valve.  I checked the float and it "floats", no holes. I have replaced the card bowl and bowl gasket.  I have seen this flooding problem many times with the OHV B&S engines.  What is the solution?

Your not gonna like this answer.... Replace the complete carb assy.  and make sure you have no dirt in your fuel tank/fuel line.  you could be cleaning your carob only to have it get contaminated by dirt again. Do you have an inline fuel filter?
