Small Engines (Lawn Mowers, etc.): L100, valve clearances, decent response

Engine keeps on dragging I checked starter and theres nothing wrong with it. What do I do.

  To give a decent response, I need to know what brand you have,
and I need to know what engine, make, model number, etc....

But if it is a newer engine, and the battery and starter, and connections are all good, then I would suggest that you check your
engine's valve clearances, but to get into detail, I need to know
what engine you have.
