Small Engines (Lawn Mowers, etc.): Kawasaki fc420v, pilot jet, air mixture

Cleaned carb, new sparkplug, new air filter and it still takes 5 pulls to start what could be my problem thanks

http://www.emerichsales.com/ and Select Parts at the Top of the Page. Now Fill Out the Quick Parts Look Up Section.
>>Once you have the Breakdown Ready, Select the Carburetor File from the Drop Down Menu at the Upper Right of the Page.
>>Have you Set the Idle Air Mixture/Jet Screw (#16014) Correctly? Start at Snug and Reverse 1 1/2 Turns and this should be Correct.
>>Did you Remove and Clean the Pilot Jet (#92064).
>>Did you Remove and Clean the Main Jet (#92063).
>>Did you Soak the Carburetor Overnight in Carburetor Cleaner (Gunk)?
If Not, then the Choke Port May Still be Slightly Restricted and Causing this Problem.
