Toro 421 snowblower not starting, gas was drained before storage, adjusted screws on side of carb and still no good. Throttle is at low now, if at high it stalls. Choke doesn't seem to help once it doesn't start Help please

How old is the fuel you are using?  Is it less than 30 days old?

It is itended for 4 cycle engines but the carburetor on your machine should be the same.  You may have to remove, dis-assemble and clean the carburetor.  The link will guide you through cleaning the carburetor.
