Small Engines (Lawn Mowers, etc.): adding a clutch to a lawn mower motor?, craftsman lawn mower, centrifugal clutch

We are a couple of wakeboarders and we are trying to build a winch, which will pull us on our boards in shallow water, with a 6.5 hp craftsman lawn mower engine. We were wondering if you knew the best way to engage an axel onto the tip of the rotor while the engine is on, creating a kind of clutch. We want the rotor to be spinning while the axel is stationary and then be able to engage the axel when we are ready to be pulled.

>>If you are Using a Clutch, then Anytime the Engine Returns to Idle, the Clutch Releases and Quits Pulling.
>>If you are Not going to Use a Centrifugal Clutch, then a you Need an Idler Pulley with a Pivot Bracket with an Actuating Lever (moves the Idler Pulley) that can Tension and Loosen the Belt to Stop the Belt from Turning with the Engine.
