Small Engines (Lawn Mowers, etc.): Toro Wheel Horse, wheel horse, cable ends

My Toro Wheel Horse 12-38 XL Model No. 71180 Lawn Tractor won't start.  When I turn the key I just hear a click.  It has a new battery and the fuse is OK.  What could be the problem?  Thanks

Did you clean the battery terminals and cable ends with a wirebrush before you connected the battery?

Is the new battery fully charged?  Most batteries need to be charged before you install them.  If you remove the engine spark plug, will the starter turn the engine?
