Small Engines (Lawn Mowers, etc.): 8hp Electric start tecumseh snow king, crankcase oil, smell of gas

Question
When I attach electricity to the starter it spins but does not engage motor. I can`t even pull the manual cable to start it . It appears to jammed or something. How do I fix or is it something an expert should do? I have only  had this unit for 2 yrs.

Will the Engine Turn with the Spark Plug Removed? Is the Cylinder Full of Gas? Is the Crankcase Over Filled with Oil? Does the Crankcase Oil Smell of Gas? Will the Engine Turn by Hand? Send me the Model Numbers Off the Unit and Off the Engine, Please. With these I can Locate the Proper Manual/s and Better Assist you. Thanks.
