Small Engines (Lawn Mowers, etc.): Recoil starter on Toro snowblower not working- not the rope!, google search, starter dogs

Question
John, I did a Google search and found a post you had on a broken/torn starter rope.  My problem is a little different.

When I pull the rope it will "slip", sometimes catching a little, sometimes none at all, rarely giving me a full pull.  I took the recoil housing off and found the "teeth" that are to grab the gears and turn the engine over don't extend all the way.  The little plastic disc in the middle looks like it should stay in place so the teeth can extend when the rope is pulled but mine spins with the pull of the rope and therefore the teeth don't extend consistently to catch the gears.

I don't see an easy way to take the plastic cover off to look at the teeth and see if there is a spring issue, etc.  How do I access this and what might the problem be?

Thanks in advance for your help!

Answer
Hello Chris:

From your Description it Sounds like the Starter Dogs Require Replacing. How the Recoil is to be Repaired Depends on the Engine Model or Unit Model. For Toro, I Require the Toro Model Numbers Off the Snow Blower itself.  Send me the Model Numbers Off the Mower, Please. With these I can Locate the Proper Manual and Better Assist you. The Model Numbers are Usually Located Under the Seat on a Sticker (Ride on Mowers) or Tag on the Body. Thanks.
