Small Engines (Lawn Mowers, etc.): Auger not working......, arm assembly, snow thrower

I have an MTD model 315E640F000 8/26 2-stage snow thrower.  Started up fine this season, except that the auger won't spin.  I pulled the cover off the belts and when I pull the auger handle to engage it, nothing happens.  I see the cable pulling on the spring but nothing moving.  What is supposed to move in order for the belts to engage and the auger to work?  If I need to make any adjustments, what do I adjust and where is it?  Thanks......

You can View a Breakdown/IPL of this Unit at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM (MTD)  and Enter the Model Numbers 315E640F000. Then Double Click on the Model in the Results Area. Now you can Select the Section of the Unit you Wish to View. Select the Blower Housing File. From your Description it Sounds like the Auger Idler Arm (#40) Assembly has Frozen and is Not Moving. You Need to Spray the Pivot of the Auger Idler Arm Assembly with Penetrating Oil and Once the Auger Idler Arm is Moving Freely, Spray it with a Lubricating Oil. The Spring is Attached to the Auger Idler Arm Assembly. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps.
