Small Engines (Lawn Mowers, etc.): B&S only idle, briggs and stratton, question pool

My Murry push mower starts fine, but it will only run at idle speed. I can make it run faster by working the linkage on the carb. but when I release the linkage it goes back to idle. I changed the plug,  gas, air filter and cleaned the carb. bowl. It is a float-bowl carb. There is no throttle adjustment on the handle only the hold down bar that allows the mower to run at mowing speed. The cable works fine. Murry 22" Model 225111x92B. Briggs and Stratton engine, don't know the model number. Thanks for any help.
