Small Engines (Lawn Mowers, etc.): Victa 460 Multicut over revving., valve slides, engine rpms

Question
QUESTION: Hi John, this is a question about a Victa 460 Multicut.
It is revving to high, to the point of falling apart.
I Have changed the O ring to seal against crank.
Replaced the rubber diaphram within the carb/throttle housing. The vaccum pipe connecting to the carb and body is still attached and when taken off revs even higher.
Any ideas would be appreciated.

ANSWER: Hello Keith:

Can you Control the Engine RPMs? From your Description it Sounds like; 1- the Governor Requires Setting. 2- the Carburetor Throttle Valve is Off the Throttle Thru Shaft of the Carburetor and is Not Regulating the Air Flow to the Engine Properly. 3- the Internal Governor is Damaged. 1- The Following is an Instruction File I Made for Making this Adjustment. Any Input is Appreciated.  If you Removed/Loosened the Governor Arm from the Governor Shaft or Put the Linkage in  a Bind when the Carburetor was Removed, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** 2- Replace the Throttle Control Valve and Use Thread Locker on the Screws that Hold the Valve Onto the Thru Shaft (Depends on the Model. Some Models have a Plastic Thru Shaft and the Throttle Valve Slides into the Split of this Style Thru Shaft. 3- The Following is a Basic Instruction File for Examining the Inside of a Small Engine and will Assist you in having Access to the Governor, Oil Pump (if Applicable), Cam and Crankshaft Gear. Any Input is Appreciated. **This is a Simple Process. Drain the Oil and Remove the Engine to the Work Bench with the Oil Pan Facing Up. I have a Wooden Rest that was Especially Made to Hold the Engine when in this Position. Using Fine Sand Paper, Remove ALL the Rust and Debris from the Crankshaft. Remove the Oil Pan Bolts. After All the Oil Pan Bolts are Removed; Tap Lightly on the Sides of the Oil Pan to Loosen it from the Dowel Pins. When the Oil Pan is Removed, you can See the Governor Resting on Top of the Cam Gear. ****If Required: Lift Off and Replace with a New Governor. Check the Engine Block for Debris from the Old Governor and Wipe the Inside of the Block With a Rag, Until Clean. Set the Governor Shaft So it will be Resting on the Governor whine the Oil Pan is Replaced and Carefully Replace the Oil Pan. If the Crankshaft Seal Was Not Leaking, then Leave it Alone. It Should be OK. You can Easily Replace it While Mounted on the Machine if Required Later. Make Sure the Governor Stays in Contact with the Governor Shaft while Replacing the Oil Pan. Re - Mount the Engine to the Machine. Refill With Oil. Your Internal Governor May Differ.**  Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps. QUESTION: thx john, i have read your comments and im not sure any of it applies to mine, i forgot to mention that this is a 2 stroke mower and has no such govenor.

ANSWER: Hello Again Keith:

I have Manuals for the Engines on the Victa Mowers, but Not Much Else I'm Sorry to Say. Since this is a 2 Cycle Engine and the Problem is Over Revving, then the Carburetor Mixture Screws May Not be Set Correctly or the Carburetor Throttle Control Valve is Not Attached to the Throttle Thru Shaft and the Air and Gas Flow to the Engine is Not Being Regulated. Does the Engine Idle or Does it Rev Up upon Starting the Engine? Send me the Engine Model Numbers, Please. Wih these I can Locate the Proper Manual and Better Assist you. Victa Mastercut PRO 46
QUESTION: hi john, there is no serial number for the engine. the majority of there two stroke engines are the same. The model of the mower is a Mastercut 460 Isovibe, with the dampened handle set up.
when the mower starts up, the revs are ok until you move the throttle to the run position then it goes mental.

the mixture screw is a simple brass screw which holds the carb together.inside that is a float and pin mechanism to prevent flooding. the throttle is moving freely opening and closing the diaphragm. there is a decompressor on the head which has been changed, still no difference.

Answer
Hi Keith:

When you had the Carburetor Off the Engine, Did you Notice if this Engine uses a "Reed Valve"? The Reed Valve is Located Between the Carburetor and the Engine. If this Unit Does Not Use the "Reed Valve", then Check Under the Blower Housing for a "Vane" Style Governor. This May Not have been Attached when the Carburetor was Cleaned and Mounted to the Engine. ** You May get a Notice that you cannot Send me More Follow up Questions.
