Small Engines (Lawn Mowers, etc.): CARBUERTOR, spec numbers, valve clearance

Question
I have cleaned the carb, but engine will not run smoothly without choke. After warming up it will not reach enough rpm to engage blades. It may not be getting gas.....why?

If this is an OHV Engine, then the Valve Clearance May Require Setting. Send me the Model and Type or Spec Numbers Off the Engine, Please.
