Small Engines (Lawn Mowers, etc.): small engin repair, small engin repair, fuel outlet

Question
I have a Jacobsen 420 snow-blower which I can't keep it running.  I get it started with full chock but I can't open the chock fully.  I have to keep the chock just cracked open to keep it running, WHY?

need to clean fuel system and install a new carburetor kit.  Use fresh fuel, back flush the fuel outlet and change the fuel filter if it has one.  Turn carb adj screws in all the way and then out 2 turns.  adjust from there once engine has warmed up.. Do not run to lean or you will damage piston.  should help.
