Small Engines (Lawn Mowers, etc.): Kawasaki lawnmower, fuel outlet, wire tie

I have a Kawasaki FJ180V-AS04. It has been sitting for three years. It starts fairly well, but surges when running. Carburetor was cleaned by spraying. Varnish was found in the bowl when cleaning. An inline filter was added in the fuel line and put back together, but I am still having the same result. Do you have any suggestions?

The engine is running to lean.  Somewhere there is an obstruction in the fuel circuit.  Start with the cap is the vent clean?  The fuel outlet, back flush it.  Flush the lines.  If the filter is old replace it if new be sure the arrow on it indicates the fuel flow.  Remove the carburetor and disassemble it.  Use a wire from a wire tie to clean all air and fuel passages.  Blow out with carb cleaner or compressed air.  Reassemble with new carb kit.  Check mounting area on intake manifold and use new mounting gaskets.  Hook up choke and throttle lines as well s the fuel line.  This should do it.  Good luck.
